November 2021 ASPE Legislative Update

ASPE’s Legislative Committee and Council actively participated in national and local code development in 2021, and the 2021 ASPE Tech Symposium provided a forum for a Legislative meeting to review the year’s activities and discuss future goals. Thank you to those who attended the meeting!

A few highlights from the discussions in San Diego and the activities for the year follow:

  • ASPE participated in the 2024 Uniform Plumbing Code (UPC) and International Plumbing Code (IPC) Code Development Cycle.
    • IPC: Ramiro Mata, ASPE’s Senior Director of Technical and Regulatory Affairs, served as a committee member for the Committee Action Hearings in April 2021.
    • UPC: Billy Smith, FASPE, ASPE’s Executive Director/CEO, served as a UPC Technical Committee Member. ASPE reviewed and supported multiple UPC code change proposals submitted by ASPE members.
  • ASPE Chapters are actively participating in legislation and code development within their areas. For example, Chicago Chapter member Chris Rohan, CPD, reviewed recent activities by Chicago to update the city’s plumbing code and  participated in the code development process with support from ASPE National. It was reported after the 2021 ASPE Tech Symposium that the Chicago City Council approved the ordinance containing several amendments to the Chicago Plumbing Code.
  • Looking ahead to the 2027 code cycle, multiple requests to review areas of the model codes for potential ASPE proposals have been submitted. The requests will be reviewed by the Legislative Committee and ASPE Board of Directors. With their approval, legislative task groups will be formed to further research and develop revised code language to be submitted.

  • ASPE Connect: The Legislative Committee and Legislative Council have communities available to keep your fellow committee members or fellow Chapter Vice Presidents, Legislative up to date on items of interest, such as the adoption of updated codes.
  • A code proposal form is available for ASPE members to submit proposed code language at any time for national or local codes: aspe.org/wp-content/uploads/ASPE-General-Code-Change-Submittal-Form_2021.docx.
